Final conclusion

The Budget for 2083/84 reflects a pragmatic balancing act. Facing tight resource constraints and historical capital expenditure delays, the government has crafted a policy roadmap aimed at modernizing revenue administration while heavily investing in future-proof sectors like IT, Artificial Intelligence, and clean energy.

By eliminating 31 redundant government bodies, restructuring the energy sector, raising the middle-class income tax floor, and tackling systemic bugs like cooperative (Sahakari) failures, Dr. Swarnim Wagle’s “second wave of economic reform” attempts to boost sluggish private sector morale. The true test of this ambitious, tech-forward fiscal architecture will rest entirely on the state’s ability to execute capital spending efficiently without letting foreign debt burdens spiral.
